Joseph Cao and the 435 District Strategy

There were two elections in Louisiana tonight, and it's fair to say that before tonight, what became John Fleming's squeaker in the 4th attracted 99% of the attention from the political class. After tonight, that figure should be reversed.

In the heart of New Orleans, in a district that is 28 points more Democrat than the national average, Joseph Cao sent Bill Jefferson packing. As Swing State Project notes, Cao now represents the district with the most lopsided voting patterns favoring the other party, outstripping the R+26 margin in Jim Matheson's UT-3.

As I noted yesterday and reiterate tonight, there could be no more vivid example of why we need to run Republican candidates in every district than Louisiana's 2nd. Cao won his seat more solidly than Fleming did in an R+7 seat. Starting with Obama CoS Rahm Emanuel, Democrats started to understand that Congressional races can be very nonpartisan under the right circumstances and that poor performance or other personal shortcomings by the incumbent can render even a hefty party ID deficit meaningless. 

We can't recreate Bill Jefferson in every district -- the guy was indicted on 16 counts and the feds found 90 G's in his freezer. It's also an accident of history that the election happened today instead of on 11/4 when Jefferson could have ridden Obama's coattails -- it was delayed by Hurricane Gustav. There isn't a Bill Jefferson in every district, but there is a Joseph Cao. Here's Cao's biography, boiled down:

  • Family fled South Vietnam in 1975 when the Communists took over
  • Learned English and graduated with a degree in physics from Baylor University
  • Joined the Jesuits after graduation; taught philosophy at Loyola University in New Orleans while going to law school
  • Advocated for Vietnamese refugees in the U.S., leaving private practice to do so
  • Returned to New Orleans after Katrina and became a community activist on rebuilding issues
  • Rebuilt his law practice from scratch after Katrina

Cao ran as an independent for the state legislature in 2007 but is otherwise a political novice.

In crafting our 435 district strategy, the lesson is that we don't need to run risk-averse politicians in longshot seats. We need to run everyday heroes like Cao. We need to identify people outside politics who've done things in the community and who can capitalize on the incumbents' mistakes. Every district has a Joseph Cao.

The real deal.

Cao is the real deal. He's fantastic. We need like twenty more like him in congress. Now let's get him reelected. This needs to be a priorety for the GOP. Anything the caucus can do for him we need to do. And hopefully he'll be the first of many urban Republican congressmen with an "R" next to their name. There's another lesson here: Cao isn't  a cosmopolitan libertarian but a pro-life, pro-second-amendment devout Catholic deeply commited to the church's somewhat more conservative brand of social justice. This ought to tell us something about our urban strategy moving forward, and I hope Cao can be a huge part of this process.

The cornerstone of a successful 435 district strategy...

...is the local county GOP structure. It would be interesting to know Cao's experience with his local county GOP offices. I suspect they were minimal, if nonexistent. Nevertheless, unless we focus our efforts on our local GOP officies, the Joseph Caos of the party will be the exception rather than the rule.

Cao had better rent in DC instead of buy

Given the demogrpahics of LA-2, it is almost a certainity that Cao will get to serve a single term and then lose is re-eletion campaign in a landslide.  Less than 30K voted in this run off election.   It will not happen again.  All the Democrats get to do if a find a local black politician who had not been involved in a scandal and the 75% of the district that is black is automatically vote for him.

Before everyone overreads the election, please remember the demographics of the situation.

For decades we've written off over a hundred house seats and then act shocked when the incumbents become socialists, defeatists or criminals. Well, that is sorta like what I-95 would look like with no troopers---there would be no potential sanction for bad actors.

Even if Cao is a short timer he will be a tremendous boost to Louisiana Republicans. It sure beats running the likes of David Duke, now doesn't it?

let them do that. And let them do that for Charlie Rangel, and for the many other corrupt, venal and sub-standard Democrats WHO ARE STILL IN POWER and who we can take out in 2010 if they dont shape up.

Cao did a big public service both to the country and yes, even to the Democrats. He gave the voters a reasonable option. So the party-of-corruption-over-integrity and partisanship-over-patriotism - the Democrats - are FORCED to find a scandal-free candidate.

Finally. Too late to save their sorry reputation.

For one thing, the Vietnamese are the Cubans of Asia, one of the two immigrant groups in American history that immediately identified with the Republican Party.  While other Asian-American groups are somewhat Democratic, the Vietnamese are strongly Republican.

Now Louisiana of all places has two strong Asian Republicans in office.  This is how we start to build credibility with minority communities, by making them some of the faces of the party.  Cao likely can't hold onto this seat for long, but he now has a platform to launch himself into statewide office.

Color me unimpressed

Jefferson was the poster child for congressional corruption, but with a gift like that, Cao still needed every vote.

The local Democrats were handcuffed because Jefferson won the primary, but there is no way they were happy to have him as a candidate.  Look for a fresh face next cycle, and a much tougher run for Cao.  I'll be very surprised if he holds the seat;.

Look at Bill Foster IL14th

Ironman's correct - tell me why Bill Foster is a Democrat?  He won Hastert's open seat as a Blue Dog Dem/successful small business owner/physicist against a weak GOP opponent, but actually ran against Hastert's role in the Medicare Rx vote.

Urban Dems in safe seats would not know how to run against "people outside politics who've done things in the community and who can capitalize on the incumbents' mistakes".

Study what just happened in the New York State Senate, and ask yourselves why Diaz/Kruger/Espada have to run as Democrats.    Ask why Bloomberg had to run as a Republican in 2001.  And why 50% of registered New York voters did not even bother to vote in 2008. 

You guys have a LOT of work to do.

There are no counties in Louisiana.  We call them parishes.  And Joseph Cao was well acquainted with the local GOP in Orleans and Jefferson parishes.  So, if you want to do what he did, you need to start calling your counties parishes and to stop going willy-nilly down the blandly boring and uncreative track of the other 49 states.

Did he go to his local GOP parish monthly meetings. If so, which one? I don't mean to pry, but we are talking about early GOP involvement with promising young Republicans. Since Mr. Cao, for some reason, first ran as an Independent,  perhaps you can help me fill in these details.

What's actually impressive about this...

Is that, a month after one of our worst drubbings in history an incumbent Democrat, no matter how corrupt, actually fell in an election with a three to one registration advantage.

 

I think Cao can hold the seat, but he'll have to work three times as hard as the average congressman to do it. The short answer is "constituent services". He needs to build a reputation--and quickly--for getting stuff done for his constituents. This doesn't necessarily mean earmarks (though if he can get the coastal registration funding it will help). There are lots of things a congressman can do without spending a dime. Cao is going to need professional, compitent staff in his district offices who can quickly develop a reputation for being accessible and effective. So, if people start thinking him not as "that guy who beat the black guy" but "that guy who helped my cousin with x" or "my sister's neighbor with Y" he will have a chance.

Let's also keep in mind that, by demographics alone, he must've gotten a much higher percentage of the African-American vote than the national GOP. I think the district is like 63 percent African-American. If he can get a third of this percentage in his next election, then, win or lose, he'll have done something invaluable for the GOP in New Orleans.

I'm not sure if the right is growing increasingly delusional, or if I'm temporarily tainted in thinking so having witnessed the O'Reilly/Gingrich/Hertzberg drama unfold.  Perhaps this is just point-in-time delusional, and I hope so.  But taking any hope from defeating Jefferson, even if had been by a huge margin, is just laughable.

By 2012 if Obama

has succesfully taxed, spent and regulated us into economic prosperity rather than a prolonged recession or maybe even a full-fledged depression (which is what history tells us will happen under the Obamanomics plan) then maybe I will concede your point.  But until then there was reason Cao won and it wasn't just William  "Cold Hard Cash" Jefferson.  He offers a way forward for minority voters than welfare-statism and that is what scares the hell out you socialists.
